Both spacers are slid together for shits and grins and key is installed.

The two washers should go between the rotor & the gold coloured belt retainer, with the retainer hard against sprocket & the rotor should go hard up against them. I'd also be a bit dubious about using that large spring washer on the crankshaft nut. It should be a serrated washer ideally. I always loctite that nut on too, just in case. A flat washer & loctite would let the nut use a bit more thread if you can't get the correct washer.

I agree, that big lock washer is robbing threads.
 
So I'm actually on the right track, I'll be damned! I've got a bellville washer to replace that spring washer with.

That is what I am using on my rotor. In addition, I have machined a skin cut, maybe .010" or so, to accept it.

The rotor key won't fit if both washers are added after the belt retainer. It seems to only fit with the thin washer, so I'm going with that for now.? Thank for the help you guys.

I think the washer(s) is/are there so that the load of the cranknut pushing the rotor against the sprocket is taken by the centre steel core of the rotor rather than the outer softer aluminium part holding the magnets. If that is ok with one washer then nothing to worry about. If it isn't, just file thickness of a washer off the end of key. The key is only for location purposes to get timing mark on rotor in the right place. There's no load on it.
