Even with an antique plate, if you get stopped, it needs to pass inspection and you can get a ticket. I've still got my 'rubber' front brake cable, but it seems adequate for my riding. I've been thinking about a micro switch off the front brake assembly or the hand lever and small wires hidden behind the cable to make the contacts. But I haven't done anything yet. It really should be pretty simple.

It's fine to fool the inspectors, but you're not going to fool the four wheeler following you when you need to stop, quickly. For christ's sakes, keep your safety equipment working. Like riding a motorcycle is not dangerous enough.

You've got a a very nice starting place with your bike.
Did the PO mention why bike sat for 20 years. First thing to sort out if mechanical problem.
Others have given lots of great advice but one not mentioned was the standard engine oil is 20-50W however when bike was made regular oil had a zinc content that modern oils have largely omitted. With flat faced lifters you get very high pressure at cam face and zinc adds some shock resistance to reduce cam and lifter wear.

I personally use Mobil V-Twin 20-50 Synthetic.

The zn-phos nano pads only form a very thin protective layer on surfaces that get oil above 200'F against it = worse thing to do is start up and only warm up but not fully heat up, as this nano thick layer gets wiped clean off on each new start up. Zinc-phos metal packages do next to nothing for run time friction, only pressure and speed do. Straight 50 is best protection except for cold conditions that hinder quick oil flow and pressure rise on starts. Multi grade is best for hi and low temp swing seasons or places. Do not turn engine over to prime oil, dump it in pump and crank shaft and rockers then start and rev right to 2000+ for some handful of minutes straight to resurface cam/liftes that ain't moved fast in 3 decades.
