They say there is not enough meat left by the time they get it to shape.

It is not crystal clear from the photos if the barrel itself or the cast iron cylinder liner is bored off centre.
I have had liners bored off centre when there has been damage from engine valves, pistons e.t.c. and the only way to clean it up and fit an oversize piston was to use this method.
Your cylinder looks like a spigot less one which came out post 1965/6 and are I assume exactly the same as the post Atlas Commando type, I.E without the spigot.
If the barrel liner has been bored offset, then just fit new liners and standard size pistons and have it bored on centre.
 
Bernard raises an interesting point - it does look like one cylinder has already been fitted with a sleeve ?
 
Yes it has, unfortunately I am not proficient in any real type of engineering , basically a fitter ,so have to rely on others expertise and it's difficult to tell from photographs , where as Charlie had it to hand.
He put a bore gauge in the bores and said it was oval,can't remember if it was only one or both.

I have a set of non spiggoted Atlas cylinders, spoke to Norman White and he said it was straightforward to bore and tap 3/8 holes in the top, not something I would do myself. Maybe I should sell these as is and put the money towards a new set from AN, but as I said earlier maybe a set of ally ones from Middlestown .
It's nice to treat yourself now and again.
