An 'accident' is an 'act of God' - is that 'evil' ? 'Evil' is religious. Does being a criminal mean they have strayed ? What I really dislike is criminal intent. I don't think crims ever think of being ethical. Sometimes common decency is completely lacking.
I suggest the way some incidents are handled does not contribute to minimising their frequency.
