I havent ridden two up with the panniers installed, but since the frame mounts on the inside of the pillion peg bolt, and the panier sits well back of that point, I dont think it will be an issue. Mine isnt installed at the moment, so I cant do a quick check. They also sit well below the seat line, so height will not be a problem.

@worntorn might be the one to ask, as he rides quite a bit two up and may have done so with his setup.
