The hardest part to get the tank sealed is getting the head in the tank first once in the body seals the tank with a tight seal.

A common method in some parts is to actually be bury the tank in snow to hold it very firm, then with the filler next exposed, force the seal through the filler neck using the special tool, as shown in detail in post #22…
