Fourth of July holiday time here at the Jersey shore. Out of season year round population has swollen from 12 k to some estimates of 250 k .
Of course some of our visitors arrive with a sense of entitlement. Took this picture while visiting my daughter’s house.

Are you sure that doesn't mean no bikes riding on the handrail?
 
You should carry one of them valve stem removal caps. Let the air out of the tires. Maybe they will figure it out.

Reminds me of a situation from when I was young. Several of us rode to the pictures one evening, and as was common back then, parked our bikes parallel to the kerb, with the footpeg resting on the kerb to hold the bikes up. At half time my mate went out to check on our bikes and found that we had been parked in by several cars. So he removed the tyre valves from all 4 wheels of the offending cars and threw them down the road. My mate then came back in and told us what he had done and said we had better leave. So we left early and 2 of us lifted each of our bikes onto the footpath so that we could depart. A couple of days later there was an article in the local paper warning drivers that there were hoodlums in the area that were letting car tyres down. No mention of motorcycles being parked in though.

In my harsher moments I'd put up a sign saying bikes will be " clamped " ... release fee $100 ... daily storage fee for non payment $10

In my harsher younger days, I would have removed both wheels, and anything else not held by the security cable, sold them on ebay, taken a Pic of the clamped on frame, made a new sign using this Pic, that says, "Last bike to be clamped to this handrail"

I am glad I have mellowed.

Some of the fault lies with the dummy who wrote the sign! The girl did not put her bike on the handrail - in fact, you really couldn't put it on the handrail - it's too small. Obviously, she should not have done that - it's a walkway and old people walking in sand often need to hold on to a handrail.

A sign before the start of the walkway saying something like: "No vehicles, including bicycles past this point" would have made it very clear. In Ocean City Maryland, there are dune crossings like that and there are bicycle racks at the end of most streets ending at the beach. That way the thousands of people using bicycles have a place to secure them when they go to the beach.
