Ashamed to be British?

Don't really want to stir up the mud , but reading through the 'considering' 'possibly' 'offered' etc. here, the most farcical must be TWO HOURS 'Environmental Improvement!' (Wasn't that called: 'community service' once? Or does 'service' not cut it now due to 'subservient' overtones?).
And fines going where? Is that the norm now?
Wasn't looking for or expecting public flogging, but after all the Home Secretary's rhetoric this still seems farcical.
