The brackets went on the Norton in a few minutes.
I don't have a photo of that, but here they are on the Thruxton. They fitted much the same on the Commando.
I like these panniers because they are semi rigid and hold their shape, unlike the bag style throwover type. I have some of those made by Cortech, they aren't great , in fact I doubt I will use them again.
The Triumph nylon panniers are waterproof in heavy rain, provided that the rain covers are used.

I can see the similarity between the Thruxton and the Commando
The top shock mount is vertically above the rear footage/exhaust mount and about the same distance above.
The Thruxton muffler angle/diameter is also similar
I think I'll go down this path

To prepare for a trip to the 1980 Rally in the Redwoods I modified a KZ900 luggage rack to fit my 850. It used the two top shock mounts and I brazed two brackets that hose clamped to the rear loop. Since I wasn't carrying a passenger I wasn't too worried about the weight on the frame loop. Heck, it was backpacking camping gear, clothes, spares, and a bottle of whiskey, maybe 60 lbs max. It worked so well that I used it for the next 18 years with not one issue. I'd still have it except I ran over it with the truck. I didn't have saddle bags just a couple of waterproof duffel bags that I strapped on. My gear also gave me a nice back support.
 
These are some smaller Nelson-Rigg bags I just got. I just commute so I don't need larger ones. Simple throwovers with a couple velco straps securing them in place.

I used to have some panniers like this
I managed to put the straps across under the seat and still cleared the silencers

i picked up a set of the CNW bags off ebay a few months ago. The way they are designed, I wouldn't put anything heavier than a rain suit and some gloves in them. The frame has no bottom support, so all the weight is on the rear frame loop. The bags have a pocket that just slips over the bracket, so there's only the strength of the fabric and stitching holding the bag to the bracket.
They certainly look good, and will be useful for day rides.
I've got another set of throw over bags that I use for trips, the brackets from the CNW bags work well keeping the old bags out of the wheel.

Also, if you have a Mk3, the CNW brackets won't work because the seat lock is in the way. My wife wanted to steal my bags when I got them, but fortunately for me, they won't work with her MK3.

She's been using an old set of Eclipse throw over's I had kicking around.

My bike is your bike. I need new soft bags after touring Ontario all summer. So loaded up with wife and gear the soft bags drooped onto the mufflers and started to melt. I put 2 tin pie plates into the bottoms to stop this and they worked fine. But obviously I need new throw-over seat soft bags ... so.. suggestions ?

I decided to go with a pack-pack option - keeps racks and forces off rear loop.
This one works very well - has 28 litres of storage. It's an Ogio Mach 3

A couple of years ago I semi-retired my Commando as my "only" bike in Mexico, buying a BMW R9T. I'm now thinking of selling the 9T and going back to the Commando. BUT, I need some sort of luggage-carrying ability that DOES NOT include adding some kind of tailpiece (fastback). Has anyone found anything that works reasonably well and would be suitable for a several day trip? Some kind of saddlebag setup would seem to be workable but I have never seen anything specifically made for a Commando. Any tank bags around that will work reasonably well? Can't be magnetic (fiberglass tank). Any thoughts in general from those who carry luggage on their Nortons?

Dragonfly Mc in the uk make and sell the Craven rack and panniers which really suit the bikes and work well. Look em up on their website, not cheap but nice gear.

I have a pair of Cortech bags that I like.

They hang over the seat and get tied to the passenger footpegs. I'll look for a picture of them on the Norton.
 
The specs say there is some heat protection on the bottom of the bags - minimum o f 2" clearance required. Do we get the clearance when mounted on a commando?

Gotta be better than the tin pie plates we resorted to using this season.
 
I bought some Oxford throw overs. I put the strap under the seat for extra safety against movement which still gives clearance for peashooters.
