Apples and oranges - they are using different datums.

Norman White's book gives offsets as:
Front disc: 0.563 inches, disc mounting flange to edge of rim

Old Britts article gives offset as:
The center of the hub is moved (off set) in the non-disc direction 1.4" (relative to the center of the rim)

Now, if you were to use a different width rim from stock, Norman's offset would not be accurate. Indeed, the old guy who laced my rim (flanged Excel WM3) messed this up initially using a stock offset.

Not to keep this post going but just to verify. On my 74 the RIM/TIRE will be offset 3/16” to the right of the hub toward the spedo gear looking at the bike from the back?

What I suggest you do before tightening the spokes is to fit the wheel assembly into the swingarm and check where the rim needs to be positioned to place it on the frame centre line and that should be with the rim centre approximately 3/16" to the right of the central point between the spoke flanges.
