Mystery circlip ?

Hi, I’ve found this circlip on my bike lift , I’ve fully stripped the MK3 top end , cylinders , primary outer and inner , and the starter to upgrade it , back together now but then spotted this . I’ve checked parts lists but can’t find it , I suspected it belongs in the starter but not listed ?
It’s 23mm outside diameter so quite a large clip.it’s curved also

Yep , that’s it , I was so concerned I’d rebuilt it and missed it out ,outer primary isn’t back on yet so all good ,
