Not quite, they assume that dealers will want to sell their wares, and if the hoops are anything like TVS Motor demand of their dealers (see TVS Motor website) then I doubt many will sign up, The network is an assumption - nothing solid.
Selling from the HQ is effectively a 'test the water' approach - it shows they lack confidence. They should have had designs in place prior to when they purchased the TM, remember the comments from them over 2 years ago 'we were looking for a big brand name' if they were then what were they going to put the big brand name on, with a comment like that they should have had something in their back pocket.
Then they have a legal timescale against them to produce - screw that up and they will be pipped to the post and £100M is a lot to lose. Use it or lose is regimentally ruled upon these days.
Priorities without timescale at the moment are pointless and it seems it could bite them in the backside.
