I saved this paper for all these years...
I was a 19 year old US GI stationed in Germany. The Cycle magazine advertisements for tax-free bikes and the Norton looked good. The company I bought from was 'Euro-Bike' based in a unit in the lower parking garage of the Amsterdam Schiphol airport.
Never rode a big bike before. Rode slowly back to my base in Germany. Then enjoyed several years going around on my time off.
Shipped the bike back home to the US when my enlistment was up.
Still have the bike.

Good luck on getting the bike registered.

I've no idea, as the fact that they didn't find any other number still isn't sufficient proof for them.

They will assume no number means its a stolen frame and hidden under the paint is the true number which will be the stolen bike identity, they are stuck with the mindset all frames are stamped. Pity the frame number was not stamped additionally before they first saw the bike, only the freshness of the stamping would have raised any suspicions but too late for that now.

I have just phoned the Records Officer of the NOC, Dave Catton. He was very helpfull.
The club offers a service that includes the processing of an "Application for an age related registration number/dating letter", more here: http://www.nortonownersclub.org/records-dating/dating.
It is usually for DVLA (Driver and Vehicle Licensing Agency, in the UK) related enquiries, but it is the best they can do.
I will advise the unfortunate gentleman to follow this advise, as fast as possible.
Hope he made enough pictures the moment he got it.

Bob Z, the right hand side of the Dutch registration document got a special stamp enabling you not having to pay VAT provided you took it out of the country before 31 august 73. Apparently the displacement (cyl. inh.) was of no importance..

Dave Catton did a dating cert for me, my problem was the opposite of yours, an extra number was stamped on the headstock by the Italian maker and it was not hidden under the plate as the factory planned. So my bike was registered with this serial number and not the plate number. So he did a supplementary letter explaining what the extra number was and how it got there. I am currently waiting for my V5 to come back to me but the same letter has sorted out other bikes in the same predicament.

I'd rather get a data sheet from Joe or "Norton Motors Deutschland" than going the NOC route. As AN or NMD is something like a legal successor it makes more sense to me. At least the German authorities I had to deal with were quite happy with Joe's data sheet.

Contacts made and going with NOC and AN.
Dave informed me that only the Italian supplier (Farina) stamped numbers in Commando frames.
Norton did not. Norton only stamped the engine number in the VIN plate.

Now know some more details. The bike was restored in USA. The "number in the paint" was applied there.
If you look very close you can see some of it vaguely on the headstock. I'm puzzled why anyone would do that.
Bike was imported some years ago. But engine was no good, had to be overhauled first. A few years went by.
When it was running ok, the new owner took it for registration and the misery started.
The owner sent me some picture of the "culprit", see below.
A wedding bike.. White stands for innocense? Certainly not to the taste of the inspectors.

I don't know if this much helps with the dilemma- discussion here as different country"s seem involved , but in Canada we can "simply" go to a Justice of the Peace and swear an afadavit (sorry spelling ) /oath that all is as it should be on your word as so. :|
 
Love the white glove Commando, too fine for my conditions to have one that nice.
