Setting cam chain tension

While donig this last night, I noticed that the chain goes very tight at 2 points, 180 degrees apart. It feels as if the valve springs are pushing the cam, taking the slack out of the chain.
I do not remember seeing this before though. Any ideas?

That is exactly right, the slack moves between top and bottom depending on the direction of pressure on the cam from the valves.
