I think that you might use very low throttle openings only in slow traffic, and normaly you would be using the tapered part of the needle. When you are on the straight part of the needle, your pilot jet and slide cutaway also have an effect.
 
As an aside, Amal jets are calibrated via flow rate per minute not the bore so copies made by coping the bore size may not perform consistent with the Amals.
 
Amal main jets are calibrated by flow meter, I think you will find that the needle jets are a size in thousands of an inch. The needles in both Amal Monobloc and Mikuni VM carbs are 3mm dia. on the parallel part, and 6 series Mikuni needles fit 32 or 34mm dia Amal carbs. They offer a much better range of tapers if you want the best performance from your motor.

sounds like normal behavior from beardvil ,see if you can get your money back !!
 
I use 34mm Mk2 Amals and make my own needle jets out of brass hex using both metric and number drills. Slight errors in ID are OK as long as both needle jets end up with the same size hole. So I only take one slow cut with the drill. If the holes are too big, it will be impossible to induce a cough by lowering the needles. The best position for the needles is when the clips are one notch below the cough.

Take the bike out for a ride. If it coughs as you change up and down through the gears, using the throtlle, it is TOO LEAN - so lift the needles one notch. If it then runs smoothly and cleanly up thru the gears - that is best power. If you cannot get it to cough by lowering the needles, you need smaller needle jets.
