that's the way my 74 was fitted when I bought it. i'm assuming it was as originally fitted. It had serious cable rub - through the outer covering, and actually caused wear on the inner muffler plate. BTW, one additional thing I did to my support plate was to radius the edge of the plate where the cable first makes contact - added about a 1/8" radius, an inch or so long, to the edge of the casting. the added edge radius is barely noticeable. just thought it was a good idea.
