Rear wheel / speedo drive interference

Never had this problem before - the speedo drive didn't want to disengage from the wheel, and when it did the drive left its inner felt seal ring on the wheel. And my rear wheel hub plate is scratched / scored around that. The drive has a top hat - what else can go wrong with this?

Is the face of the speedo drive body flat, or pushed out?

It looks fine. Maybe the top hat spacer is squished.
