More crank hardware questions

Just wondering if anyone knows the reason why, on my 71 750 crank, Norton used the two longer countersunk nuts on the two center bolts. There is no more thread on these nuts compared to the shorter nuts at top due to the countersinking.
 
Interesting. I have a Norton factory manual and it shows these nuts being on the middle bolts...or at least i thought it did.

Thanks Les-I ordered a set of bolts from AN. Just need the crank back from the grinders to reassemble.
