it seems some of your questions have been answered, but not all. as far as a restoration goes, it depends on how far you want to take it, and who does the work. parts are available, some good, some not so good. it looks like a good clean bike, so you may not want to do a complete tear down and start from scratch. a full frame up restoration will set you back at least 3-4k, depending on what the motor needs. i have seen Nortons that have been sitting for 10 years, and an oil change and cleaned carbs, new rubber, some polish and elbow grease, come out looking and running great. so it is basically up to you, as to how much you want to spend, or just clean it up and put it on ebay. hope this helps.
