Any chance you could post some photos of the headlamp and under tank wiring?
 
Suggest you also check the main connection point under the tank where the 5 double connector is, some misdirected wires here could give the symptoms you are describing.
eliminated the 5x2 connection block and replaced with individual 2x2's

OK.



Check there isn't a light green/brown 'LG/N' (flasher relay) connected to brown/green 'NG' (lighting).
double checked that. those two wires are a bit confusing, so I metered each to double check. fairly confident it's correct, however, i'll double check again.

A couple of observations, there doesn't seem to be a ground wire for the pilot bulb?

The direction indicator double connectors seem to each have four wires connected? Three green/red and a green (LH) and three green/white and a green (RH) when although that's what is shown on the wiring diagram I would've expected there to be two green/red and a green and two green/white and a green into each connector.

One thing I discovered when replacing the ign switch with a re-po EMGO unit, it is not the same internally connected despite having that same labelled external terminals. It might be helpful to confirm what connections are made between each switch terminal in each key position of your switch.

Further, have you confirmed the blinking headlight isn't due to a poor battery voltage that is dropping too low when flasher is on?

I can't confirm the originality of the ignition switch. the only thing I do know is, the bike when I bought it, was an electrical mess. here's a couple pics - maybe someone can ID...

it just may not be and original Norton/lucas component.

as to the battery voltage. more than enough voltage. i've been using a small 6 amp battery charger - output 15.4 volts. been doing this for years on cars, but first time on an old british bike. (BTW, I've isolated the electronic ignition). this may have been one of my "dumb arse" things -- could I be over driving the system? still can't find anything that jumps out at me, so i'll connect the battery and see what happens.

as for L.A.B.s last post - i'll have to analyze things and get back to comment.

edit - I do see in my first pic, that it may be a lucas switch - look between terminal 1 and 4....
 
That switch , though lucas, is different than stock (brown "bakelite" plate as in the LAB photo not white nylon like your photo). Be sure to check what connections are made when in different key positions and go from there. Any schematic or Norton manual may not apply to that one.

T1. Brown/blue
T2. White
T3. Brown/green and blue/yellow
T4. Unused.

OK GUYS - EVERYTHING WORKS!!! I connected the battery (12.64VDC) and everything works - no headlight/tail lights flashing with the turn signals. the only thing I can figure, is somehow, the 15.46V on the battery charger was maybe over driving the flasher. I jumpered the master switch connections, so i still need to sort out the ignition switch. FINALLY, things are starting to come together. thanks for all the help - i'm sure i'll be back with more problems.

thanks Tornado. your comment about the poor battery voltage was the key to solving the puzzle. although not low voltage - the opposite end - too high a voltage. only thing I can think of, was overdriving the flasher. ??????

Welp, I didn't think that would be the issue but it did remind me of when I first started messing with my lights shortly after getting the bike. Strange effects like the horn just clicking, flasher being erratic etc until figuring out the battery not giving a full voltage.
