That cam looks like it’s still in the right place to me. I’d like to know what the big blue access plates are for though…I know that it may be just because it's black but that timing cover doesn't appear to allow for a cam chain or oil pump?
Wonder where the crankcases came from - no timing side rear "protrusion".
The combination of these two doesn't look very "Norton" to me.

It looks like it's still there, but well removed redundant sections & converted to crank triggered ignition? by John Turner according to the bottom of the engine.I know that it may be just because it's black but that timing cover doesn't appear to allow for a cam chain or oil pump?

I don't think it is engine speed 'crank triggered'. My guess is that the trigger mechanism has been moved to the intermediate gear so that it still runs at half engine speed, but doesn't have the timing chain tension and variability to deal with. You can see the trigger output cable.
