my MK3 taillight assembly went together with the "special bolt" then washer then bracket then spacer then fender then washer under fender then nut
I used a custom SS counter sunk oval shaped washer type thing that with a bit of machining can be fashioned to fit into and support the taillight moulding

Your special bolt looks a little shorter than mine but the spacer looks thinner as well
The wheels should be in line whatever method you use to achieve that but if it's not spoked right it could be a worry
The electrics can be fairly confined in places but while you are at it do yourself a favour and replace all the bullet connectors you can as the genuine ones are crap
