Is this Normal? Cover is forward of full seating on the pins by approx 1/2"+. Zeuss fastener side looks proper. We do not need to repeat the covers falling off issues and fixes. Just wondering if this gap is normal or if i might have bent brackets or something else causing this.

mine are also not tight to the bottom, are yours original covers or reproductions? i think there must be some variance in fabrication because the duz mount at the front always seems to be higher than, what a level installed cover would need...
 
Aren't those pins bolted on? If so why not add a spacer or bend the bracket to provide proper clearance.

The front bracket will cause this if it’s mis-shapen.
 
Not sure this applies to your issue but my dzuz was not firmly held in place. For quite a while I could not determine why. The ring on the dzuz barrel seemed fine. Only after nearly losing the cover one day did I discouver the ring was not actually engaged on the slot of the barrel. Didnt actually see/know there was a slot there until managing to full push barrel into the hole better. Now things are solid held.

Yes, i found the same thing with the dzuz. The ring clip was riding somewhere on the barrel. So I secured it in its groove. Also the front bracket that attaches to the cover and connects to the dzuz was bent a little so I straightened it. But I took my posted photo AFTER those fixes. I just got the bike in 2018 so idont know if the covers are original. They are metal and the paint appeared to be original. The pins appear to be press fit in to the brackets. I think the next step is to bend the pin brackets forward to get a deeper fit.
