What’s up with this little tube between the carbs?

There's a balance tube connecting my Amal carbs that has (what looks like) a little vacuum take off coming from the middle. Mine is not hooked to anything and logic tells me it should be, but I don't see anything to hook it to. Im assuming this is causing a lean situation. When I plug the end with my finger the idle drops. Am I wrong, or Is there maybe some reason they designed that "leak" in the balance tube?
 
The T piece should be removed and the two pipe sections replaced with one or the T can be blanked off.

Thanks, I'll try that! So, is it just some kind of pcv type connection? Burning fumes from the oil tank?

Yes, basically, fumes from the oil tank (so from the crankcase breather) pass through the oil separator where liquid from the oil mist condenses and is then drawn into the manifold inlet connection.

Air from the separator feeds into the airbox where it is also drawn into the engine.

If your Mk3 has its original plastic airbox then there should be a hole at the LH rear where the separator would have been attached.

Off topic I know but this gave me a real memory jolt. Possibly one of the first memories of my life. Maybe 3 or 4 years old in the 1950s. Going up a hill near my first home in the pouring rain.
 
My 61 Rambler had vacuum wipers but it also had a dual action fuel/vacuum pump. The hose on the vacuum side fell off once and I thought sure a rod was about to come through the block. Must have had one hell of a diaphragm in it to make that kind of noise.
