I talked to the owner of the shop where I saw the Vincent, not the guy in the shop when I was there.  He said that it's a Bitsa but all original Vincent parts (except the carbs that are on the bike as it sits at the moment - the original carbs are in a box next to the bike.)  He confirmed that "It is set up as a Lightning."  So it's certainly NOT an original lightning.
