You could almost build one of those old flat track bikes using fairly modern components. You'd need to specify class limits if you wanted to have fun with one. There is a fella here who makes 1000cc Anzani and indian engines, and a frame and speedway box wouldn't be difficult.
 
Alan, I don't expect to haul around to a series of races to be worth building anything but an outlaw flat tracker Ms Peel to see if we can find a less traction wasting way around and around. I'm don't yet respect my own riding skills but have on purpose crossed slides up to 90 so far and daily practice direction changing spins and drifts kept down to bare minimums to ease crossing THE G$#$^%&^$%. Easy trick to onset just over power rear while beginning a lean and don't stop over powering till tires mostly inline again, unless on Peel of course. Fascinating scary to watch the real racers holding on WOT all the way around. I don't think I'll need to learn much of the tripod foot down method and see a number of others keeping both feet on pegs and even one guy that puts a leg way out in front, which is a reflex I had to break myself from so understand why he does it then hides the real reason by putting it on bars.
 
You could manufacture this in about 3 months :
