Trying to reregister 1965 Norton

Hi all.
In trying to get my bike registered with the original number, I have a ridiculous situation where I have contacted the relevant council who confirm the original registration for my Norton, but they have the engine number listed as the "Chassis Number". They don't have any other ID numbers on record. Obviously, there was a mistake made by the dealer or maybe the clerk at the council office when it was first registered.
Anyone know if this might be a problem at the DVLA, or is it something that might just be ignored?

Somebody has very cunningly hid the Chassis number behind the chome embellishers at the swing arm bolt . ;)

If theyre there , you wont see it untill theyre not , particularly the left hand one .

But, I had another thought, sorry.
If the records show the current engine number written under the frame number column, and when the bike was new, the frame number did equal the engine number, cos they would have matched, wouldn't that mean that frame number entered was actually right at the time, and that the frame has subsequently been changed since new?

If this was the case, where would be the best place to find details of frame and engine numbers?
