While rummaging through some dust covered boxes, I found these tappet covers.
Guess I bought them off ebay lomg ago.
Does anyone have a clue about who made them?

...as mentioned above, they ARE Oak leaves:p

Someone's custom handiwork, like was common 40+ years ago.

Inside they have the same (hardly discernible) positive casting T2048 mark as in the standard ones.
So, yes concours, you could be right.
Still, would be nice to trace the history.
And why did he/she choose oak tree leaves?
I mean, in relation to a Norton motorcycle?

Probably the well know English Heritage model that Norton put out at one time....:)

Don't know about your Norton valve covers
But I've often wondered what was in the mind of the person that carved this BSA rocker box

What I was thinkin' is you may want to contact the young bloke in the Norton Rebuilds section, if you're looking to sell them. His bike has a tree growing through the front wheel. It might add to the ambience.

So now Matt will be offering the Oak Leaf Cluster Custom Valve Cover set?

Well, after some internetting on our oak tree, I was surprised to learn about it's worldwide past and present significance in cultures, religions and myths, with spirits, druids and dreams, displayed to this day as symbols, in tattoos, the lot.
Generally speaking, the oak stood for strength and endurance.
So there you have it, the typical Commando virtues so dear to all of us..

Well mine can attest to that after a month long nap she came out howling like a banshee this morning.... I could not force those covers upon her though because I suspect they create additional turbulence just prior to breaking the sound barrier..... Obviously someone had a much slower Commando to not be concerned with this.
