Tank problem

there's connection plug for charging the battery stuffed out of the way near the top left rear suspension bolt.

as for removing that bolt :|

Looks like the previous owner was doing some home mechanics. Good luck sorting that out.

That looks like it could be trouble, it's a threaded insert in the plastic tank that I guess must be spinning, if it won't bite by supplying some sought of downward pressure I guess the only way is cut the head off like you say..?

But as already been stated you should have a battery tender connection tucked away in the left hand rear shock mount so you can connect a trickle charger, doesn't fix the tank issue but might let you charge the battery to get you mobile again
