Steering stem die size? (2018)

The steering stem shoulder nut on my 68 bike works fine, but I wanted to change it to a newer one, along with the top nut. The threads measure 26 TPI, so I ordered some new replacements but can't get the new ones threaded onto the shaft. The top couple of threads are buggered and I ordered a file but after a few tries I think that a die would be the better choice or just purchase a new bottom yoke from Andover.

Who knows what size, and where I can order such a die?

Surely you mean die, not tap?
 
I'm starting to think that the supplier sent me the wrong thread pitch nuts based on the assumption that all early Commando's are suppose to have 28tpi. It is difficult to use the thread pitch tool to make sure this is a 26 and they both don't thread into place just like the other nut I have which is a 28. In this same order they were suppose to send me a new 68 wiring harness for my bike and the person picked one for a 850 and they have sent a replacement, so I have contacted the supplier about this current problem.
 
i think the threading on the end of the shaft is way to coarse for the application, if I were replacing the shaft i would have it machined (threaded) to take a SKF KML threaded locknut which has a tab washer which you bend over can be done in both metric and imperial sizes. i just don't have the shaft dia in memory. sizes available are

Are you perhaps thinking of the '71-on stem thread? As the pre-'71 yoke assembly has a shouldered bearing adjuster nut and top nut fitted 'right way up' and 28 TPI is a finer thread than what's on the list.

I've never seen a pre 71 setup. just from having had to work with the thread on my current steering shaft, i feel that a finer thread with a SKF style locking collar and locking clip, is a change I'd make if i had to punch out a new steering stem.
 
If you are convinced that the nut has the correct thread and diameter for the stem, and the only reason it won't go on is a couple of buggered threads at the top of the stem, then your thread file should solve the problem. Or just remove the first two threads.
