By "the rest is suspect" I guess you refer to your fender and ancillary parts. If your fender is the early one made of aluminum, it can be reinforced by welding strips of shaped stiffening plates or sheet metal to the underside. By making the strips wider, they will allow you to re-position the holes. Existing holes can be filled using these sheet metal strips as backing material.- Knut
