length of spacer tube in steering head

I have a spacer tube approx 3/16 short, what gives? I believe the proper length is 5 1/4". What is going on?
 
The tube on the later bikes is 128.75 mm long which is your 5.25" minus 3/16" or the correct length.
Shimmed longer of course when tapered bearings are used.

128.75 mm = 5.06"
5.25" minus 3/16" = 5.06"
Give or take a thou or two.

If you use those bodgy stock bearings old Isolastic flanges can be used to pull the bearings in, they will contact both the inner and outer race so no distress to the bearing.
Bottom bearing pulled in to seated, top bearing pulled into contact the inner spacer tube with threaded rod.
