By process of visual priority, some blemishes on my frame are nearing the top of the to do list on my project (74 850).
I would like to sand and shoot some rustoleum on the tubes in front and back of the side covers and also the horizontal seat loop. I have not evaluated how much disassembly would be prudent yet. Have any of you done this?

I have done it with a good quality artist brush with thinned paint and several coats. If you then cut it with a cutting compound and polish you can get a very good and tough result.

I just finish

I just finished doing mine exactly as you said. Turned out great, good enough for a rider.

Blue painter's masking tape and newspaper, or pages from the nearest magazine my wyfe leaves on the coffee table.

Get your "muscle memory" and distance ready with a large-ish test bit, then short, easy, moving shots. The larger test bit gives it ample possibility to run and dribble, letting you adjust your technique so it DOESN'T when you get to the bike!

With a rattle can spray paint you need to mask the entire bike. Overspray will go everywhere. In lieu of that, a can of enamel and a foam painter's brush can do a good job without risk of overspray. Enamel is self leveling, it takes longer to dry but doesn't leave brush marks like lacquer.

My method is to transfer rattle can paint to a cup and from there into one of my air brushes. But even with a 1" pattern there's still overspray that needs to be masked. Just nowhere near as much as a spray can needs.

I've done it - disassembly as shown. used duplicolor gloss black, mostly an air brush, but some places, straight aerosol rattle can. tried to salvage as much of the original paint as possible, but ended up repainting over half the frame.

I use aluminum rather than paper for masking as it seems to stay in place a bit better.
