You should be able to race without getting broken bones.  Of course there are always situations which are completely unavoidable, but those should be rare if the meetings are properly managed.  There is a problem with historic racing in Australia - the races are no longer graded to suit rider ability.  It means you get inexperienced kids in amongst the fast guys and the mix of types of bike means there is a variety of race lines in corners.
