Can I turn the Headlight off ?

Is there something inside the switch that needs to be removed or altered to make the “Off” functional ?

I believe that the plastic block is to stop people mistakenly using the switch to turn off the lights. I say mistakenly because it doesn’t work, removing it allows the switch to move but it doesn’t turn off the lights because the wiring is different.

At least this is how my old one (2018) was.

The new TVS bike has a different / better switch cluster designed for permanent on application.

If the bike is euro 4, then no, not easily. You'd have to rewire the lighting circuit.
Euro 3 bikes, there's a jumper connector within the headlight, just unplug that, then pop off the switch knob and remove the peice of plastic that's preventing the switch from moving.
 
Why would you want to ?
IIMHO - it makes you a bit safer being seen !
Agreed - and the Kisan Talblazer does even more - I highly recommend it!
 
Here in the US the light must be on always when riding. However, my 2013 CR has a functioning on/off switch. I didn't know this until playing around with the switches and noticed that the headlight switch could be activated/deactivated. The Donington factory must have installed the wrong spec switches for the USA on my CR. Don't really care except sometimes I have realized that I must have accidentally hit the switch and my headlight was off. Technically, this is a violation in New York State. Though, I've never heard off anyone being ticketed for the violation.
I agree that the headlight does make it easier for drivers to see/avoid motorcycles, so it's a good thing to keep it on.
