Can anyone tell me what year and model this bike is. Engine stamped 212403 and trans stamped 212403 S . Would it be an S - type model
 
It’s also a 750 as the 850 was also offered that year. It could be an Interstate, Roadster or Hi Rider depending on what parts are on it. Assuming it’s more than just a engine, trans and frame.
 
Probably still a MkIV model. MkV started with 220000. Is the frame tag missing?
Is the cylinder head stamped RH5 or RH6? Or it a "C"?

it has the roadster tank , and a disc front break, yes its 750cc, i think its 1972 but not sure

A 'C' normally signifies a Combat head although serial number 212403 would be after the Combat production series ended (at 211110).

Commandos from 212278 appear to have been built to 750 MkV specification.

The letter stamp (many different letters were used) was a factory marking and nothing to do with the model.
