Nice try from someone who lives on the opposite side of the world!
We have tried that scheme and still have some toll roads in places.
Here in GB a road fund tax was imposed on ALL motorised vehicles, this was paid into the DVLA, of which the government allocates the amount given the Highways Agency who maintain the Motorways , and other amount to the councils for local roads. Worse is that the HGVs of up to 44 tons which come in on the ferry across the channel don’t pay sweet FA, the modern cars that produce reduced exhaust emissions pay less tax than a 500cc motorcycle – in truth it’s a complete shambles, and bears no relation to the amount of damage to the road may or may not have suffered from heavy overloaded HGVs. And please don’t compare your dirt/outback roads to what roads are in Europe- you live compared with us, pretty cheaply when comparing some areas.
