Ballast resistor voltage

Hi All,
I'm converting my electronic ignition back to points (that's another discussion). I've purchased the newer style of ballast resistor offered by Andover.
My question is shouldn't the voltage be lower coming out of the resistor (to the coils) than going in?

My volt meter reads 13.24V going in one wire lead and the same coming out the other. I was expecting a reduction in voltage. Has anyone measured the voltage coming off the original ceramic units?

The same voltage either side of the resistor implies no current going through the resistor. Rotate the engine until one set of points have closed then measure again. You should then see a volt drop across the resistor.
 
With both sets of breakers open you'll get battery voltage on both sides. With either breaker closed you should get half battery volts at the coils.
