Atlas fender connundrum

I'm nearing the end of my 64 Atlas jigsaw puzzle project, last bit is the front fender. The bike is an early 64 and the fender I was given to use is painted with painted stays. It seems to fit OK in the forks on the center bridge, but the stays are an issue. All 4 are alike except for one detail. The are all straight with an approx. 30 degree bend on one end. length appears to be right but the fit on either end is not as nice as I would like. The ends don't lay flat against the fender or the lower fork legs without a bit of straining, and at the lower leg they don't lay flat into the milled spots where they bolt on. Also, as I said all 4 stays are the same except for one detail. The holes on either end are different sizes, one end, the straight one, is drilled for a 5/16-26 bolt where it fixes to the slider and the other is drilled 1/4 inch where it bolts to the fender. The 4th stay is drilled just opposite of this. I know that they mount to the outside of the lower leg and the inside of the fender and I see no spacers of any kind listed in the parts book that might make things line up a bit better.
Any and all advice/suggestions/pictures of what it should look like greatly appreciated.
