I prefer the rack sitting up at the rear as it helps stop my bag I strap to ot going backwards. Put some furniture polish on the inside of the rubber hoops and they will move around easier and give you more options, keep all the nuts loose until you get to the final position.You can also turn the rear hoops so the hole for the bolt is under rather than above the frame which will in effect shorten the two rear support bars.
