A diameter to fit the 17mm bearing so might not be an exact 17.0mm if that's what you mean?
I expect a spindle diameter equivalent to fit inside the sleeve, the sleeve is then fitted inside the 17mm bearing.

Yes, sleeve and drive side bearing, therefore, 17mm (approx.).

Edit:
the sleeve is then fitted inside the 17mm bearing.

As I mentioned previously the Mk3 sleeve doesn't fit inside the 17mm drive-side bearing, only the 20mm disc side-bearing.

Yes, just curious what the actual mk3 spindle diameter is, in comparison to 9/16 (also for 17mm id bearing) used pre mk3. (9/16=14.30 mm)

No, the sleeve fits into the 20mm ID bearing (ball bearing 6204). I am guessing the sleeve ID is exactly 17mm.

By switching to a 17 mm solid shaft, the 6204 ball bearing may be replaced by a 6303 ball bearing of equal capacity, providing a stiffer bearing support system. The spacer has to shortened of course.
