1970 roadster exhaust

I'm installing roadster exhaust on my 1970 commando. Was wondering if I needed all the small plates that go on the z plate. I'm not going to have rear pegs so was wondering if I could get along with just the larger piece that exhaust bolts to. I was told no. Is it a strength issue
 
See the AN page below, if you have no desire to cater for pillions then you can leave out plate # 19 without issue.

But you do still need both plates #15 and 27.

You need two plates per side, with the rubbers in between, for the rubber mounted system to work correctly.

Also you might consider getting this offset plate so your kickstarter doesn’t mar your new exhaust
